The neighborhood runs along Glendale's southern edge on the far side of the Los Angeles River. It belongs to the City of Los Angeles, so Los Angeles rules apply rather than Glendale's.

There is one exception to how simple the ground is, and the reason is water rather than law.

What Is Under Your Yard

Most of the Los Angeles River is a concrete channel. The stretch beside Atwater Village is not. It has a soft bottom with plants growing in it, and that was not a design choice. Groundwater rises close enough to the surface along this section that a concrete bed could not be kept in place.

That is a fact about the water table, and the water table does not stop at the channel wall. On the lots nearest the river, a post hole can reach damp ground or standing water at fence depth.

It does not make a fence impossible, and anyone who works this neighborhood knows about it. It does change the method, because setting a post in a hole that is filling with water is a different job from setting one in dry ground. Far better to raise it at the measure than to have a crew discover it at eight in the morning.

A 1920s Grid, With Everything That Brings

The neighborhood was laid out in the 1920s and 1930s on a tight regular grid, with modest Spanish style bungalows, small rectangular lots, detached garages and a good number of alleys running behind the properties.

Fence work here is nearly all replacement. These yards were enclosed generations ago, so the job is usually taking out something that has worn out and rebuilding on the same line. That is the quickest and cheapest kind of fence work there is, with no new boundary to establish.

What does come up is how close everything is. On narrow lots a side fence can sit a few feet from a neighbor's wall and windows, which makes the shared cost conversation and the thirty day notice a practical necessity rather than a legal formality. It also makes an uncertain boundary expensive, because on a small lot a foot in the wrong direction is a real share of the yard.

Alleys, Gates And Getting In

The rear alleys are a genuine advantage. A crew that can bring a truck to the back of a property, instead of carrying material through a side gate, works faster, and faster is cheaper on a job where labor is most of the bill.

Alley gates are their own small job. They take more use than a garden gate, they often need to be wide enough for a car or the bins, and they are the most common thing to fail on an otherwise sound fence. Good hardware on an alley gate is worth paying for.

Horses, In A Few Places

The eastern edge near the river has a long standing horse association, connected to the trail network along the river corridor and around Griffith Park. It is not the whole neighborhood, but it is real and it changes the job where it applies.

Fencing for horses is a different trade from back yard privacy fencing, with different heights, different materials and different ways of failing. In the City of Los Angeles the rules come from the city's own horse keeping requirements, not from Glendale's horse zone, which only applies inside Glendale.
